現在完了形を使って「そこに住み始めてから○年間住み続けています。」というニュアンスを伝えるフレーズです。
このように「開始してから、ある一定期間～し続けている」という表現は結構使いますので、是非ともマスターしておきたいですね。
「～以上」は、more than ~、「20年間」であれば、for twenty yearsになります。
